SP (any pitcher with endurance >50, regardless of pitching setting) = average of overall stuff, control, Movement

First is the penalty for cutting a shitload of contracts in any given season:
This will apply to any team that begins the season with -$5 million in cash. So by this I mean right after I do the flip and before the first FA simm:
Regarding compensation:
We will continue to have NO protected picks for compensation of signed players.
Compensation for Type A**:
First signing is 1st round pick of signing team.
Second signing is $10 million
Third signing is $25 million
All signings after 3 are $30 million in cash.
Cash will be moved from signing team to previous team at the time of the signing from now on.
Compensation for Type B:
First signing is second round pick and $5 million
Second signing is third round pick and $10 million
Third signing is fourth round pick and $15 million
All signings after 3 are $20 million.
If a team signs players that they cannot properly compensate a previous team for, the player will be released, the signing team will be fined an additional $5 million in cash and if a pick was involved, that pick will become the previous teams and the signed player will be release back into the FA pool. The previous team will then be compensated by the new signing team as well.
New this season:
"Warne-out compensation" rule: As compensation was developed to reward teams with some form of payment for letting their superstar-MLB players walk way from the team and because the compensation is determined based on overall ratings averaged (with the commish's person opinion on some players being moved up or down), I propose we make a rule that requires a player must record at least 20 GS (for SP), 40 APP (for relievers), or greater than 400 plate appearances (for positions players) in order to even be considered a Type A or Type B compensation player. This will prevent teams from stock piling talent in the minors and then getting rewarded for not playing the players as well as make it so that if teams do this, new teams are not being punished for giving said players the chance at MLB game time
